Explain this picture to me

I was testing out my new refurbished T1i from Adorama and I had my nifty fifty on it. I was at my door using continuous shooting. It was getting dark, some cars had their headlights on, some didn't. I was panning with the vehicles at a slow shutter speed to try and keep them in focus while bluring everything else for the feeling of movement. I was panning left to right on the car going to my left and as I was a car came in to view going right, closest to me. When i checked the picture I see these lights streaks coming from the front. is it possible that i caught him turning on his lights and got the frame as his light beams were heading away from his car, at 186,000 miles per second? That seems impossible. What would cause the the pic to have the front end of the li

beams like this?
