The VR works as you say. The results are slightly different than you say. Maybe the CPU of the lens uses the data from the preview VR and makes a better job when takes the final photo. Perhaps, as the AF, the starting point for stabilization is get from the preview VR and is closer to the required one so the time to get the right action is shorter, maybe the VRII lenses have a more powerful processor that's why the difference is much smaller.
