I'm not as active on this forum as I used to be, but there were numerous complaints of VR affecting bokeh and image quality at higher shutter speeds.

It doesn't affect it enough to ruin a photo. It just makes it a little bit softer and can alter the look of the bokeh.

The other downside to leaving VR on all the time is that, in theory, it will wear out more quickly. Not a problem on the kit lenses, just buy another one, but for pro lenses it's a $500 repair.
