You would be out of step with your political peers in doing so. The cost to the public is lowered when a State or County does not acquire all IP rights when they buy these objects.

BTW, in my home State, the State owns and protects the copyright on the laws the State General Assembly passes. You are responsible to know the laws of the State. If you want a copy, get out your wallet.
