why m43 sensors are not like panasonic fz150?

After seeing DXO test numbers and Imaging resource and dpreview samples... I could say that Dynamic Range could be 13 stops on a m43 size (1/2.33" sensors have noise disadvantage of 3 stops compared with m43) I know that in DR all small sensors perform better than there sensor size would allow because of read noise but at high iso the differences in sensor size are scalabe.

So we should have now iso 6400 performance in the new OM-D and Panasonic Gh-3 that should equal olympus e-p3 at iso 1600. Why we dont have?.... panasonic fz150 is just a little worse at iso 800 than panasonic gh-2 at 1600... In DR at high iso they are comparable, and only at Photon noise does the panasonic has +- one stop advantage.
