New 1100D/T3, question about max aperture

I've just bought my first DSLR, a Canon EOS 1100D and have been exploring it.

I haven't been able to figure out why the camera sometimes wouldn't allow me to set an aperture lower than f/5.6 even though the lens is capable of f/3.5.

Other times it would allow me to go to f/3.5, but I haven't been able to understand what really controls this.

Also sometimes the maximum aperture it allows it f/4.0 or f/4.5. I have no idea what decides the maximum aperture I can set.
