Hand held on DX with no VR min shutter speed 1.5 x focal length or 1/300s min at 200mm. Any speed slower, get a tripod or VR. With VR you can gain 2-4 stops before needing a tripod. With the 55-200mm and fair technique with VR....2 stops or 1/60s before needing a tripod.

Another question is this: when I am confronted with a low light situation and need to take a picture of a non-moving/slow moving target, at max zoom, am I better with the 1/40 shutter speed on the point and shoot or keeping the shutter speed fast but ramping up the ISO on the nikon?

With VR at 200mm on the D5100 using the 55-200...you need 1/60s min. You might get lucky 2 out of 10 times at 1/30s.......or you can lower the focal length and get closer.

Best you will ever get with your lens is demonstrated at 100mm 1/500s in Live view on a tripod. Gauge everything else from that example.

My experience so far is a close call.

One note, pixel peeping will always get you in trouble. If you want sharp pictures of the lettering on a basket ball....get a Macro lens and get close. If you want nice pictures of a basket ball in your yard through a window....what you have is fine.
