That doesn't make much sense as up to 1/200 sec should be dead safe for a 105mm lens unless you're jumping around.

I've found the VR on the 18-105mm pretty good maybe 3 stops or so I even got some tele end that were beyond 3 stops with careful hand holding.
I don't rate the Canon 18-135mm either it's not that great really
