EPM1 IBIS issues revisited

I am seeing the IBIS issue with my PM1 but there is something else going on.

If you look at these two photos you will see a "strobe" effect on the moving subject while the background is clear.

The first photo was handheld at 1/8th second with the Panny 14mm f2.5. The IBIS was on for this shot. Considering the shutter speed, the background is reasonably sharp. However, look at the car. See the strobe effect in the lights and wheels?

The second photo is with the 14-42 kit, handheld at 1/160th second IBIS off . Look at the girls and the bikes - there is a double image but the background is sharp.

I would expect to see a blur, not a strobe effect or a double image.

I have had many cameras and never seen this before. I have not seen this with my G3.

What do you guys think?
