Is the Panasonic G3 or GH2 clean at base ISO?

I'm not sure what you mean by heavy noise reduction. I just now downloaded the dpreview sample RAW file for the E-PM1 and at 100%, setting color noise reduction to 25 and luminance to between 10 and 20 eliminated any noise my aging eyes can see without visibly changing the detail. If you can post the RAW of your blue sky picture, I'd be interested in experimenting with that to see what settings best handle the noise without compromising fine detail.

Not interested. I have one DSLR. I need something smaller.

But, a question: how large do you print? To see from what distance?

When I do print, it's 16x24 or 20x30. But usually images are displayed digitally - 2560x1600. If there's no cropping, the noise is fairly hard to spot, but any real cropping and you're basically at a 100% view. Then it's either a choice of noisy shadows and midtones, or heavy NR.
