The rule of thumb for xx mm = 1/ xx sec. works here as usual. This one is quite shaken for any detail analysis. As is the other photo as well...

Yes I know the rule but it cannot be applied here since the scene is low-light and it would need much higher ISO and might still end-up underexposed if fast shutter will be selected.

So with SX40 it will be 1/150mm (or 1/800+ in FF) and with T3 it will be 1/250mm (or 1/400mm).

Ignoring the slight shake, I think the detail is still there for the T3 even at 100 or 150% in you will interpolate it.
