If you turn the dial to "Night Portrait" (the setting between Macro and "SCN" and pick "hand-held Nite shot" and then go into the menu you'll see that the option for turning OFF the OIS is greyed out. If, on the other hand, you select "Night Portrait" (or Nite Scenery or Illuminations) and then go into the menu you are given the option of turning off the OIS. Note that this is not in iA mode.
