430ex II power in manual mode

I came across a thread in the beginner's section in which the poster had illuminated a dark outdoor scene by setting his camera to a long exposure and then walked around with his flash firing it every now and then. I tried this briefly last night setting the flash to manual and hitting the test flash button but overcooked it (ie the photo was overexposed). Does anyone know if the power settings affect the output when in test mode?

I'm using a 450d.

An extra question, in Bulb mode is there any way to make it so the aperture stays open until the shutter button is pressed again?
