I think it just means that we will not need to start using the new "rental" licensing, if we don't want to. This new idea may suit some corporate organisations very well, but I suspect few private individuals are looking for that particular form of flexibility.

I also expect many hobbyist users are now reconsidering whether Photoshop will continue to be their editor program over the long term. Well... maybe Adobe will think again, or else introduce a new program positioned somewhere closer to halfway between PS Extended, and PS Elements.
