As far as I know the decrease in register distance in the EF-S specifications is much smaller than the 1.6x that would allow scaling of full frame lenses. Thus, the potential advantage is modest. And as you point out, they may have chosen not even to realize it.

EF has a register of 44mm and EF-s gives perhaps another 6mm, bringing it down to 38. That's enough to make a difference, especially compared with Nikon's 46.5 (os os, don't have the exact figure to hand)
