It's dew.

Early in morning, cold blooded bugs will be covered with dew and will not be moving fast until they warm up and dry off.

You will usually find dragons and damsels in their sleeping positions at this time.

I wouldn't attempt to do this with a spray. The bugs are still because of the coolness.
