Looking at it a bit more complex:

The monitor is calibrated to a viewing standard. The print is calibrated for a viewing standard. First the monitor calibration takes care of accurate viewing of the image and introducing the soft proof effect on that standard gives you (ideally) what the print will come close to matching. If the monitor is off, so will your viewing of the soft proof be off.
