Is my 70-200 L IS a lemon?

I was taking my lens out for a few test shots and what I saw was very disappointing in the sharpness area.

Please have a look what you think. It seems focus is on the target (can see by the ground) but there isnt any razor sharpness that I expected

With 320/s @ 200 mm and IS on it should not be shaking that wrecked the pics (they are all like that)

Please let me know what you think (I can still return the lens)
