The first two points call for the 17-55. I agree with the previous posts about build quality and sharpness (I owned both). The 24-105 is an all-around use for FF cameras only, on a 60D the 24mm is a 38mm equivalent and it's a bit too long for landscape and architecture (i.e. if that's what your "travel" includes).

The 17-55 has one stop more aperture, the build is not L but lt's good, it's usm... the 24-105 distorts more at 24mm, the 17-55 tends to have a slightly harsh vignetting at wider angles/f2.8. Bokeh... maybe the 24-105 is a bit better.

55mm for portrait would be long enough on 60D and the f2.8 would help. so for "occasional" portrait it fits as well.
