Nikon isn't fixing retail prices. The policy in question relates only to minimum ADVERTISED price. And some of the other posters are right, this policy is designed to protect the full service retailer from the discounters and free riders. In any event, the retailer is free to sell at any price and Nikon's policy does not run afoul of US antitrust law. And the retailers can get around the MAP policy by not showing the price until you put it in your "shopping cart." You probably have noticed that Amazon and others do that quite a bit.
