Nikon Pricing Policy

Recent announcements indicated that Nikon is tightening enforcement of its minimum advertised price (MAP) policy this month to make pricing more uniform. Based on the screen shots appearing today on Nikon Rumors "more uniform" means "higher".

My train of thought was, I assume large retailers like Amazon and B&H are able to get product at a lower price from Nikon based on their large volume, and in the past have passed their savings on to customers.

If that is the case, and Nikon was looking to in fact make the prices paid by end customers more uniform, wouldn't they have had the option of offering product to smaller retailers at the same price they give to Amazon and B&H? It seems to me that this is just a price increase in disguise.
