best budget lens for crop sensor?

Consider that the Sigma 30 f/1.4 has a smoother focus operation, full time manual focus, better build quality, and a creamier bokeh. If this is going to be used as a primary lens then it would seem prudent to get the best you can afford. If only to be used occasionally and/or for less critical work, the Canon 35 f/2 is still a fine lens for the money.
