I don't own Panasonic gear, but with my Olympus gear, there are two modes: delete all files, and format disk. If you only do delete all files, eventually the filesystem becomes fragmented, and it takes longer and longer to delete files or create new files. If you format the disk, it is fairly quick, and unfragments the space.

The only time I ever use delete all files is if I forgot to erase the files after an upload, and I discover this after shooting a few pictures. I then go into review mode, and lock those files, delete all files, and then unlock the images. If I did format, it would erase everything.
