Yes, one's production costs need to be taken into account, when determining what the minimum amount should be.

But then again, it's not your time or your expenses that you are selling here - it's a licence to use this image, which this person now wants to use.

An image which you have created and therefore own, which is protected under the copyright law.

It's got little to do with greed - it's about getting paid a fair price for the use of something you have created & own, which they now want to use.

Exactly. The resort owner is making profit off his/her resort and an image for marketing helps create that profit. The photo has business value beyond "what extra costs the photographer had in making the photo that was taken when he was already at the location".

So the fee is based on their use , rather than on what it cost you to produce - as the true value is determined by them, not you.
