If you really think that 3 shots is enough for all situations, you probably haven't done much HDR.

Many light situations require more then the 2/3 of a stop in either direction the camera currently allows. 2/3 of a stop is hardly more then you can pull out of the RAW file from a single shot.

Even if it allowed 2 stops in either direction, many HDR shots are improved by taking more pictures with less variation between them.

Having said that, I've never run into a situation that needed more then 7 shots at -3,-2.-1,0,1,2,3.
