Apparently in an attempt to get a "drag the flash" effect -- a balance between the ambient light and the flash exposure so you don't get those bright subject / blacked out background looking flash shots -- they made it so the ISO level chosen by the metering system for an ambient light shot without the flash would be the one chosen by Auto ISO for the flash exposure.

FWIW I think my k100ds behaviour is quite similar.
