If it's got to be bright (I'm assuming a relatively larger max aperture), and have good build quality, your options get a little more limited; I would call anything smaller than f/4 too dim.

Nikkor 10-24 f/3.5-4.5 ($900)
Tokina 11-16 f/2.8 ($660)
Nikkor 12-24 f/4 ($1170)
Tokina 12-24 f/4 ($400/$550, no motor/motor)

Add: Sigma 10-20mm F3.5 EX DC HSM - ($650) - With a constant max aperture of 3.5, a higher level of build quality (Sigma's "EX" designation), I think it is really Sigma's best wide angle zoom (although the Sigma 10-20 f/4-5.6 is also an EX lens, and is quite good as well.)

The Nikkor 12-24 f/4 can be had for about $700 used since it's not in as much of a demand since the Nikkor 10-24 came out. It has a bit better build quality than the 10-24, and pretty much the same image quality.
