What did I do wrong?

Need some help identifying what I did wrong in this photo. I am vacationing in Colorado and came upon this coyote along the road. I had my 70-300 already attached for my drive back to the hotel after a morning of landscape shooting in RMNP with the 14-54 MKII. One thing I did forget though was to turn IS back on, and I think this may be the culprit but would like other opinions as to why this photo is not sharp. Photo was shot at F6.3, 1/500s @ 300mm. This is the only shot I was able to snap while the coyote was looking at me. Is it blurred due to camera shake, bad focus, or other reason? BTW, since I am on the road, cannot do any serious post processing so this is pretty much direct RAW conversion with just a little contrast added.
