Is There Any Hope For This Picture?

This is what she sent. I think it's a printed pic that she scanned or something. She can't find the original file..so this is all I have.

Let me see if I can remember, as I was experimenting (Photoshop)
Basically I did the following
1. noiise reduction-

2. I remember sharpening a bit after noise reduction- but not sure if I decided to use that layer/
3 increased vibrance - i I tweaked the saturation too just a bit.

4 added a texture layer using the attached file Clicked through blending layer til I found one I liked. I used" multiply " Then decreased opacity of the texture. Created a mask to remove part of texture from subject and horse.
5 Crreated a slight vignette
6. lightened face.
-----oops- forgot to mention a small curves adjustment...

I think it looks painterly.. The original had a slight painterly look, and by adding some noise reduction made it more painterly.

The best that I can make of it is this:

Did this with Paint Shop Pro and mainly used sharpen, texture preserve smooth and despeckle. Then I tried to convert it to black and white. Find that it gives a better result than the color one:
