A flash can’t freeze motion if the ratio of ambient light to the flash is too high. However, it does appear that your 50mm might not be focused on the eye. You can’t really compare the optical quality of two lenses unless both are focused on exactly the same spot.

If you’re using the center AF point, the f/4 lens is using a different AF sensor than the f/1.4 lens, so it’s possible that your camera needs adjustment. (There’s a precision AF sensor, but it’s only used for f/2.8 or faster lenses. If only the precision sensor is off then results similar to yours yours might be expected.)

By the way, when people say that a prime lens will generally be better than a zoom lens, they’re not necessarily talking about resolution. Primes will generally have less CA, less vignetting and less linear distortion. A prime will also tend to have fewer elements, so contrast and bokeh can also be better. Of all characteristics, resolution may be the least different between a prime and a zoom.
