7D :: SEVERE Banding with Night Photos

I did some long exposure photography last night with my 7D, and noticed severe banding in the results. All noise reduction settings were DISabled, mirror lockup was ENabled, and all shots were at relatively low ISOs (600 and under), 25-30sec exposures. Remote shutter release cable was employed to minimize shake - camera mounted to tripod. Lens - Tokina 11-16mm f/2.8, but have noticed this in other night photos using my Canon 17-40 f/4 L.

Here is a sample of what I am seeing full crop (sky section cropped from full image - no edits whatsoever)...

These bands cannot be eliminated with LR noise reduction, and is even visible with the image fully zoomed out. Ugh.... this is freaking me out... any thoughts/suggestions?
