Wedding photographer using built-in flash - Justified?

I was on holiday last week and while we were there the hotel hosted a wedding. I was immediately struck by the fact that the wedding photographer was using just the built-in flash on his camera...

I didn't see exactly what model he was using, but it was at least an upper mid-range Nikon.

The venue overlooked the sea, with many photos being taken on the beach. The light conditions were excellent and after seeing this, I experimented with my 7D's built in flash when taking some portraits and got some really good results, although I'm not sure it had enough power to really make a difference in the bright sunlight.

I'd be really interested to know people's views - is it ever justified for a "pro" to use the built-in flash only, even in such good light conditions?
