It doesn't surprise me that she (or more likely her boss) wasn't willing to pay, especially if it's a web article. It is surprising that she asked, though, especially if the images were displayed as those of a professional. Perhaps she got enthusiastic looking for great images before someone told her that there wasn't money for that sort of thing anymore.
