Bird ID needed

There's a warning sign up...

... saying there are coyotes in this area, but I've never seen one in five years there. There are black bears in NJ but not in this area - again I've never seen one in the wild. I don't know if the hawk or vulture would have ripped the legs off like that.

You can see there is fresh blood on the stones (near the legs) and yet the skull is picked clean so whatever it was ate it quickly. I didn't notice any flies or maggots on it either.
