Bird ID needed

I saw the severed legs of this bird on the ground and wondered what kind of bird it was. There are red-tailed hawks, wild turkeys and turkey vultures in this area (northern New Jersey, USA).

Dead bird photos with the E-500 + 14-42mm. Live bird photos with the Kodak Z612.

The yellow legs match the hawk, but the white claws don't.

And neither do the hundreds of feathers scattered all about.

The feathers somewhat match some of the flight feathers of the turkey. Parts of the legs are pinkish but where are all the other dark grey feathers?

About 20 feet away from the legs on a lower level, I found the rest of the carcass.

I think the skull looks like a vulture (turkey vulture?) but the feathers don't seem to match.

I'm not 100% sure but the feathers don't seem to match juveniles of any of these birds either.

What do you think?

'When nothing seems to help, I go and look at a stonecutter hammering away at
his rock perhaps a hundred times without as much as a crack showing in it.
Yet at the hundred and first blow it will split in two,
and I know it was not that blow that did it,
but all that had gone before.'
