Yes, the iPad and iPhone use the same iOS. But when you go into the iPad apps store (and this is true of the Android apps store as well) you will almost always find the option to download or purchase the phone version of an app or the tablet version of the app. Yes, in the early days of iPad (haha, just last year!), yes, you scaled up the phone apps to use them on the iPad. But apps doesn't look or handle very well. Today, most apps have been optimized and redesigned specifically for the much smaller iPhone screen, vs the much larger iPad screen. It's not just a matter of up-scaling. Many apps that simply rely on up-scaling for use on the iPad are often criticized, and get poor ratings in the apps store. The difference between apps on the iPhone and apps on the iPad are often far more than just "up scaled versions of iPhone apps."

But don't just take my word for it. See for yourself. Take a look at the various iPad app reviews on youtube, and see if that app was really designed for a much smaller screen, or whether it was designed to take advantage of the much larger screen real estate of an iPad. Or is it just an "up scaled version of iPhone apps":
