Is the 400mm f/5.6L a Good Lens for Sports?

I know that this lens gets great reviews by those who photograph birds and nature, but is it also a good lens for sports (soccer, for example, and other sports where you need extra reach)? I have a 200 f/2.8L lens that works very well for some sports but it's not long enough for other sports. As much as I'd love to get a 400 f/2.8 lens, it's just way out of my price range.

Perhaps another option would be to put a converter on my 200 lens and I'd still be at f/4 with an effective focal length of 512mm, right? 200 X 1.6 (crop sensor on my 7D) gives me 320mm and adding a 1.4X converter gets me to 448mm, f/4, correct?

What makes more sense? $300 for the converter or $1,200 for the 400 f/5.6 lens?
