Long exposure night shots

Long exposure night shots

So I'm trying to figure out the best way to capture night shots, using different shutter speeds. But it's hard to capture some details without blowing out other parts of the shot:

I made sure to adjust the exposure so that the lowest ISO is used (though wind and a light tripod made it challenging for some of the long exposures). The D5000 screen in manual mode shows if a picture is likely to be under or overexposed so I tried to stay around where it indicated was the proper exposure but varied the shutter speeds to see what kind of results I would get.

Maybe really the thing to do is do a 3 or 5 shot bracket and then try HDR? Or is there always an optimal exposure where some parts don't get blown out and other parts are underexposed?
