I don't know about baggage handlers but I do know that the only time I ever had anything stolen from a bag was when it was marked as checked by a TSA employee. I didn't bother to report it: it was a fairly costly flashlight of a type that attracts petty thieves and I should have had it with me, and my camera gear, in the cabin. My lapse in judgment.

It didn't happen again because it couldn't--my good gear rode with me. Now, with TSA and baggage restrictions, if I can't get there on wheels, I don't go.
