Software recommendations

I know that Photoshop is the leading producer of photo processing software and 90% of people are using it, but is it the only program worth looking at? The reason I ask is that I just spent a bunch of money on camera equipment and I don't want to have to fork out $1000 - $1600 on software.

I want to be able to produce well finished photos. I want a program that will convert RAW to Jpeg. I want a program that is fairly easy to use. I would like to be able to layer photos to create HDR images. I don't want to spend much money.

As with anything in this word I am sure I will only get what I pay for, but is there a program that I should deffinately be purchasing to accomplish my goals of producing great PP photos?
