My SB-600 is underexposing by 3 stops on my D700

My SB-600 is underexposing by 3 stops on my D700

Camera on manual.

No exposure compensation dialed in on Camera (because I know that affects flash exposure even when camera on manual).
SB-600 in TTL mode with no flash exposure compensation.

I take the picture and it is clearly underexposed. I have all the info things turned on in the menu (histograms, etc.) and when I page thru on the back of the camera, it says that the Flash exposure compensation is set to -3.0.

I bump the flash up to +3.0 and take another pic. It is exposed correctly and says 0.0 on the back of the camera.

I've tried to reset the SB-600 by holding down the on/off and mode switches, but it still has the issue afterwards.

Any ideas?
