The original premise was that the 645D offers (not will offer or can offer in the future, but offers) more shallow DOF than FF. Which is incorrect (not will be incorrect).

For the same field of view and (relative) aperture it does.

Maybe you will now be able to solve this riddle:

Well, if you ignore lenses as you say you do, then surely APS-C should be shallower...

You didn't specify that the choice was between those two formats only, and full frame has shallower depth of field than either. I know a trick question when I see one.
