The japanee market has a soft spot for the 28mm focal length; witness the Ricoh GR series of cameras, both film and digital, with the fixed 28mm lens. Even the first Sigma DP camera was released with the 28mm lens.

Also, 28mm is a much more "forgiving" focal length in terms of composition than the wider 24mm. I will put it this way, if composing with 28 is already difficult for a lot of people, doing it with a 24mm lens would be even more difficult.
