Controlling Noise & Sharpness - ACR/DPP or Photoshop?

I have come across a few ways to approach noise removal and sharpening in post-processing. I always did both in DPP, but am curious to what everyone else does. Juza Nature Photography (who sometimes posts here) leaves everything to Photoshop:

He turns noise removal and sharpness off in ACR for the original RAW image, and relies on "smart sharpen" and "reduce noise" filters in Photoshop. Is this more effective than letting DPP or ACR remove the noise and add sharpening? He also converts from RAW to TIFF (for edits), then to JPEG.

Is this a good approach? I just found it strange, but it proves there are multiple ways to do things.
