Who's it for?

This announcement in the news:

'Aptina' by the way is the trading name for what was the image sensor division of Micron Technology, one or the large DRAM manufacturers.

From the announcement a very interesting product, APS-C, 16MP and, most interestingly, dual gain pixels to give an extended range of light levels. But, what it left me thinking is, who is this sensor for ? Who is there that needs an APS-C sensor which doesn't have one already?
Canon - makes its own
Nikon - makes its own or uses Sony's
Sony - makes its own
Pentax - uses Sony's
Panasonic - makes its own
Samsung - makes its own
Olympus - uses Panasonic's and doesn't use APS-C
Sigma - makes its own

So, who is there making APS-C sensors which would justify a mass market company like Aptina developing an APS-C sensor - or does it mean there will be a wave of OEM large sensor compacts?

The last time there was an announcement like this was from Cypress with a 9MP APS-C sensor which never found its way into a product.
