This sounds like you have entered ( or default ) some limitations in the ISO setting menu. If you are on Auto ISO and entered a max of ISO 1600 with a minimum speed of 1/60 ( example only ) it won't event attemp to take the picture if what's required by the camera to take the shot is above those 2 parameters.
