Yes, you need a colorimeter or spectrophotometer to measure color temperature. It basically refers to the color of a black body at the specified temperature. For example, the approximate color temperature of an incandescent light bulb is 2850K, while daylight is in the range of 5000-6500, depending upon whether sunny or cloudy. Generally speaking, the lower the color temperature, the less blue in the illuminant.
