Can you fix this "failed" cycling shot?

Well, I went to a pro cycling race the other day and took a few pictures while they were driving up hill. My goal was to get a picture with a nicely exposed sky in the background and a nice foreground of cyclists exposed by off camera flash using my Nikon D90+SB600.

They were going quite fast (even though it was up-hill) so I only had one chance - and this is what happened:

I think it could have been a decent pic... but I accidentally covered the infrared receiver on the flash so it didn't fire. As you might notice I've tried to fix it in Photoshop, but my skills are not very good. I've seen some great things here and I would appreciate it if you would give this one a shot.
