Why ballheads for lanscape work?

Why ballheads for lanscape work?

When using a ball head for landscape work, if you loosen it simply to adjust the level of the horizon, doesn't that loosen it up and loose your other axis' at the same time? I use a 3 way pan head and have yet to try a ball head for landscape work..... but am considering the rrs BH-40 ball head if there is a way to adjust the horizon without loosing all other adjustments.
