How to avoid blowing out clouds?

We were recently in Paris, and shot the Eifel Tower againt a beautiful blue sky with white puffy clouds. If I set the D80 for the clouds, obviously the tower was dark. I'm sure it's a common problem. How do you deal with it? I have a CPL on the lens, but do I need a gradient filter, or meter on the clouds and fix it in PP?
